To turn off closed captioning:
1-On a Windows 10 PC that’s playing a video, right-click or tap-and-hold anywhere on the video. A menu bar will appear at the bottom of the screen. If closed captioning is available, a CC icon will be displayed.
2-Tap or click the CC icon.
3-Tap or click tho disable.

3-Tap or click tho disable.i wanted to get rid of it for good,,. I'm not going to click each video. Apparently it's a new feature in chrome which I disabled. I turned it off in chrome settings.
