Guys this could be a Google Chrome feature, enabled inadvertently.

I suddenly am getting this app called LIVE CAPTIONS it is popping up all the time and I don't know how to turn it off??

I have this same STUPID ****.
Thanks for the detailed reply, unfortunately Live Captions app doesn't appear in my list of apps.
Any other ideas?
This is a Google Chrome Feature. I went to settings in Chrome => typed Live Caption. Diaglog box came up and I unclicked 'Live Caption'

That's because they are a Chrome feature. Ignore everything but this ... just open settings / advanced / accesibility in Chrome settings and live captions is the first thing you'll see. Toggle it off.
