Bluetooth "Couldn't Connect " error nightmare

I can turn Bluetooth on and off in the settings. When I go to add a Bluetooth device I immediately get a "Couldn't Connect " error. When I run the troubleshooter, it says that it could not turn on the Bluetooth device.  I removed my Asus internal WiFi/ Bluetooth device, and uninstalled the drivers. I connected a USB Bluetooth device but still have the same issue. I have turned on and off airplane mode. I have gone into Services.msc and the BT service is running. I restated the service. Nothing I seem to do works. Any suggestions not on the Microsoft BT troubleshooting web page?

    I cannot add any device because I get "Couldn't connect" as soon as I tell Windows to search for devices to add. 

    I built the computer.  Bluetooth worked flawlessly then all of a sudden I start getting the "Couldn't Connect" issue as soon as I go to add a device.

    Windows 10 is not turning on the bluetooth radio. Both troubleshooters say that they are unable to turn on the bluetooth radio. I have used my internal ASUS Wifi/BT card via PCI-E. Also, I physically removed the ASUS card and connected an USB bluetooth adapter and I get the same issue.  There is something in Windows 10 itself that is not allowing it to turn the bluetooth Radio on.

    Thanks for the links, but I have done everything on them several times now. I still get the "Couldn't Connect" error

    I appreciate your time in getting back to this thread, if the steps did not work, no worries since this is an open forum, maybe someone else in the community has an idea or solution regarding with this issue. I will keep this thread open.
