    YES YOU CAN DO THIS BUT YOU CANT DO THIS FOR CHEAP IT WILL BE CHEAPER JUST BUYING A WHOLE TOUCH SCREEN SYSTEM LIKE A MACBOOK

    The touch screen is a hardware device. Your PC manufacturer either built it into your computer or it didn't. This is not something you can add later with software.
