I have the same question, I tried to upgrade to windows 11 via dev branch of the insider program, and after it downloaded and installed the upgrade, it just rebooted and stopped doing everything at the computer's logo page, I had to press my power to shut it down and tried to boot again, it booted normally but didn't upgrade to 11 with a code 0xc19001010
Cannot install Windows 11 - Error 0xc1900101
I am trying to install the new Windows 11 update from Windows Update, but I keep getting error 0xc1900101.
The installation starts, and after a couple restarts, it says:
" Attempting to recover installation "
" Undoing changes made to your computer "
And then I am greeted with error 0xc1900101 on Windows Update.

2021-06-29T05:06:17+00:00 1900101 is a very generic error and usually indicates a driver problem. The Panther logs can help you pinpoint the problem; if you are not proficient, try running Setupdiag to find the root cause. Before that, if you have not, try updating manually either using the Installation Assistant or ISO file. Both methods keep everything, including apps and files.

Some generic steps may help:
- Remove External Hardware: The first step you can do is to remove external devices, which includes docks, legacy printers, etc. Drivers for that often cause a block and make the update fail.
- Update your PC firmware: Often, an outdated BIOS firmware of your device would cause the update to fail. To update BIOS firmware, go to the support page of your device from the manufacturer, look for BIOS update and install it.
- .Attempt the upgrade in a clean boot state: A clean boot is a state of Windows with minimal programs and services running. Try attempting the upgrade by putting the computer in a clean boot state first, and then trying. Turn off clean boot after the update finishes. See here for instructions.
- Perform a System File Checker scan and try to repair existing System files. See the article here.
- Run a disk check: Often, disk corruption can cause an upgrade failure. Run a scan at boot and interpret the results.
- Uninstall anti-virus programs as they may interfere in the upgrade process.
- Make sure 30GB of free space is there on the C drive.
- Reinstall the graphics drivers from the manufacturer and try again.
- Remove the unnecessary features in Windows you do not use, see this tutorial here. They can cause interference in the upgrade process.
- Temporarily disable Overclocking and XMP profiles for GPU, RAM, and motherboard.
- Rebuild the Boot Configuration Data Store using Installation media. See here.

2021-06-30T21:25:58+00:00 Same problem here. The Health Check utility (when it was still available) reported my PC can't run Windows 11 (due to the TPM requirement) but since it's already part of the Insider Dev channel it's supposed to be able to download the new Preview release.
However, it keeps trying to download and install, and fails every time and rolls back with the 0xc1900101 error. I sent in a report via the Feedback Hub but it got added to the general collection about the TPM 2.0 requirement.
Is there a way to prevent the update from constantly trying to install? Or is it just a waiting game to see if Microsoft decides how to handle this?
