FINALLY I GOT THE SOLUTION OF THIS.

THE MAIN PROBLEM IS THAT RECENT WINDOWS May 25, 2021—KB5003214 (OS Builds 19041.1023, 19042.1023, and 19043.1023) Preview UPDATE.

THIS UPDATE IS CAUSING THAT ISSUE. IF ANYONE REMOVED THE NEWS AND INTEREST OPTION FROM TASKBAR THEN THERE IS SAME GLITCH HAPPENING.

HOPE MICROSOFT WILL FIX THIS ISSUE IN NEXT UPDATE TILL THEN I AM PLACING THE NEWS ICON MY TASKBAR.

I HAVE ALSO RESETTED MY PC. ITS HAPPENING AFTER THE 21H1 UPDATE. I ALSO UNINSTALLED THE UPDATE BUT STILL NO RESULT.

    THANKS FOR SUCH FAST REPLY!

    I AM USING HP PROBOOK x360 440 G1 TOUCH LAPTOP WITH 16GB RAM AND GEFORCE MX130 2GB DDR4 CARD AND i5 8250U PROCESSOR.

I FOUND A WAY BUT ONE SIDED SOLUTION. PLEASE HELP

    1. IF I MOVE THE TASKBAR TO EITHER LEFT OR RIGHT OF THE SCREEN THEN THEIR IS NO FLICKERING OR REFRESHING ISSUE. BUT AT THE TOP AND BOTTOM PART THERE IS SAME ISSUE.
    2. IF I CHANGE THE SCALE TO 100% THE ISSUE IS GONE. BUT THAT IS TOO SMALL TO READ TEXTS.

    3. ALL OF MY DRIVERS HAVE BEEN DOWNLOADED FROM MANUFACTER'S SITE AND THEY ARE UP TO DATE.

NEVER SEEN SUCH A WEIRD PROBLEM THAT CHANGING TASKBAR LOCATION STOP BLINKING. BUT I WANT A PROPER SOLUTION!!!

    Hit PrajeetMukherjee

But can you please confirm that you have the latest drivers made available from your computer manufacturer? Or are the latest drivers you have installed through Windows update?

It is important to remember that drivers installed through windows are most of the time generic and they are for basic functions.

Since your OS was updated and the problem started after this, the previous drivers you had may have become corrupted during the process and now your computer is using generic drivers.

That is why I asked you to let me know the manufacturer and the exact model of your computer so that I can help you with the web search.

    Best Regards

    Wiliam D.

Hi @PrajeetMukherjee, your post is very welcome in our community.

My name is Wiliam, I am an Independent Consultant and like you, I'm also a user of the Windows system for a long time. I am grateful to be able to help you today.

I understand how difficult it is when the device or app won't work in the way you expect, but have you already installed the latest drivers that your computer manufacturer makes available for your operating system version also?

If this has not been done, Windows may be working now with corrupted or outdated drivers and unexpected problems may occur, do you understand?

If you tell me what the manufacturer is, the exact model and your operating system version, I can help you with the web search.

    Best Regards

    Wiliam D.
