Application of Indian Government - EmSigner of MCA website not working in my laptop.

Hey Microsoft Team,

I am Krishna Nandan from India, one of the Windows 10 Home user.

I have encountered one problem- the Indian Government MCA website Emsigner Application is not working in my HP Laptop. The application is used to sign and submit the document digitally (DSC) on the website-

https://www.mca.gov.in/content/mca/global/en/home.html 

the application that can be downloaded from the Government website is-

https://www.mca.gov.in/MinistryV2/systemrequirementdsc.html

Though I have troubleshot the problem in the windows itself but problem is not resolved and I am unable to run and use the application.

Please resolve my issue.

    Does this only happen on your laptop?

    Tested on another laptop?

    What error does it show when trying to install this government application?

    For a while:

    -Keep everything up to date with the system (right click start, settings, update and security, check for update. Also visit the video card/mother board/BIOS manufacturer's website to see if there are any drivers to update)

    -Clean startup:

    Clean boot is for you to determine if a background program is interfering with your system or to optimize your system load.

    For clean boot follow the steps below:

    On the Desktop, press the Windows + R keys simultaneously to open Run;

    In the Run Menu type msconfig command and click OK to open System Configuration;

    On the Services tab, check Hide All Microsoft Services and Click Disable All;

    Click Apply and OK;

    Restart the computer.

    NOTE:This procedure disables all third-party services and programs. You can later, if the problem is solved in this way, enable the programs and services that will start with Windows, selectively, instead of keeping them all disabled. If the problem returns after activating the startup of a specific service or program, the problem is exactly in the startup of this software and it is recommended to remove it.

    Test and see if it resolved.

    -Uninstall any third-party antivirus, some have their own removal tool, then test.

    -New user account.

    Your user profile is a set of settings that make your computer look and work the way you want it to. It contains your desktop background settings, screen savers, pointer preferences, sound settings, and other features. Due to this variety of personal settings and changes caused by other programs can cause corruption of your user profile and malfunction in system usage hence the need for a new profile.

    On the Desktop, press the Windows + R keys simultaneously to open Run;

    In Run type control userpasswords2 and click OK; (There is a space after the control)

    On the Add tab, and Sign in without a Microsoft account (not recommended).

    Click to create a Local Account.

    Enter a username and password, add a password hint and click Next and then Finish.

    In the Users tab select the name of the new user click Properties;

    On the Group Membership tab check the Administrator option, click Apply and OK;

    Restart the computer and login to the new user account and see the behavior.

    If it solves the problem, you can transfer the data to the new user:

    In the admin user you created, press the Windows+R keys, type: %systemdrive%\users (in English and without spaces)

    and click Ok. Check your previous user's folder and click the left mouse button, it may take a while to process the data, in a few minutes access to your files will be released, select the folders you want to move, to copy them press (CTRL+C), to cut them press (CTRL+X) and to paste press (CTRL+V) in your new user.

    After migrating your data, delete your previous user: Press the Windows+R keys, type netplwiz and click OK. Select your previous user and click Remove.
