Have you gone Device Manager, Adapter type, click on the adapter, click on Power Management, and remove the check from "Allow the computer to turn off this device to save power"?
Thanks for your suggestion. This is an interesting one. I neglected to mention that I did make an attempt to do this directly to the Bluetooth adapter as shown in the image below, and there is no power management tab in the new Windows. In addition, I clicked around on many other Bluetooth items as well as the Human Interface Devices. I unchecked that function wherever I could find it.

In double checking while writing this message, I found that the Bluetooth ones in the Human Interface Devices were back to being checked. I'm confident I unchecked them because I followed the video instructions above.
I tried it again with those power management options unchecked again. The system continues to claim the Bluetooth is turned off and needs to be enabled as mentioned in the original post. No differences in the issue nor the Bluetooth troubleshooter repair.
