Win8.1 broadband and ethernet adapter settings

In Win8.1, how can I access the settings for the ethernet adapter and to set up a Broadband router?

To set up a broadband connection with a router you need:

1.The information from your ISP (Internet Service Provider) that you pay the broadband cost to.

2. The instructions from the Router Manufacturer, which you will find at their website.

I did go on the ISP web-site. No help. Unfortunately, the router manufacturer is Huawei, so there are problems accessing help there.

Why can you not tell me how to access the broadband settings in 8.1? Is it because you do not know? Or are you being deliberately disruptive in the MS Community?

I found the location of the place enter the IP, ISP and password once before, by accident. I the IP & other deatils. I cannot now remember the route to take through the OS software. The Win8.1 guide that I have also does not mention how to make Broadband settings. Can anyone help, please?

Thanks for trying. I should have worded my question better: how can I access in Windows 8.1 OS the place where I input the info I have received from my ISP? I want to enter the IP address, the Network and the Password.
