CPU only utilizing ≤40% according to Task Manager and Resource Monitor

I have owned this PC for years but recently noticed that at any given time, my CPU will never go over 40% utilization. According to the resource monitor, I am running at 100% maximum frequency, but the problem persists. Attached are screenshots, any solution to uncap this would be greatly appreciated!

Update: CPU utilizes %100 when started in Safe Mode, but returns to the %40 cap when started up normally. I am at a loss lol, any explanation would be appreciated.

    Hi,

    This definitely creates a problem when trying to preform CPU-intensive tasks such as gaming, resulting in huge FPS drops. The issue is that the CPU is capped at utilizing only 40% of its capacity.

    Please answer me, do you use something really heavy on the PC to require more than 40% usage? do you notice that in games for example, the performance is low and the processor is still using only 40%?

    -Clean startup:

    Clean boot is for you to determine if a background program is interfering with your system or to optimize your system load.

    For clean boot follow the steps below:

    On the Desktop, press the Windows + R keys simultaneously to open Run;

    In the Run Menu type msconfig command and click OK to open System Configuration;

    On the Services tab, check Hide All Microsoft Services and Click Disable All;

    Click Apply and OK;

    Restart the computer.

    NOTE:This procedure disables all third-party services and programs. You can later, if the problem is solved in this way, enable the programs and services that will start with Windows, selectively, instead of keeping them all disabled. If the problem returns after activating the startup of a specific service or program, the problem is exactly in the startup of this software and it is recommended to remove it.

    I hope it solves.

    what video card are using?

    if it NVIDIA try to uninstall it

    and only install the drive ONLY

    DON'T INSTALL nvidia experience

    AND REPORT BACK

    No, I don’t use any software like that. The second image demonstrates hardware utilization under a prime95 torture test, which simulates hardware-intensive activity to utilize 100% at hardware capacity. This was just to demonstrate how CPU usage is capped at 40%, while something like RAM is 100% utilized. Hope that clears it up.

    -I understand you, and I know how frustrating it can be when something doesn't work the way it should:

    Having an approximate 40% CPU usage with a daily PC usage is absolutely normal, unless you use it for heavier things like games, and still don't exceed 40%.

    In this case, let's make sure your CPU is using all cores:

    Windows+R, type: msconfig, press enter, click System startup, Advanced options, check Number of processors, select maximum number, Ok, Ok. Restart PC
