windows taskbar (explorer) not responding after startup
When I boot up my PC, why taskbar seems not to respond.
No Programms to launch are loaded, also the icons on the right side (beside the clock) do not show.
I can launch the taskmanager (CTRL+SHIFT+ESC) and restart the explorer process, but it results in the same behavior as clicking on the taskbar.
The screen will flash black for a sec. and then the taskbar is still not responsive.
When I reboot my PC, sometime the problem is gone, somtimes it's right back.
Also after restarting the explorer process a few times, it seems to go back to normal.
This issue came up a few days ago. (I think after updating to 21H1)
I already did a fresh install from windows yesterday, so I don't know what I can do to it more.
Also I contacted the support, but the only solutions for my problem were:
- reparing windows install (done)
- reinstalling windows (done 2x)
- reverting to an older version of windows (Version 2004) - which is not a proper solution.
Does someone have any clue where the issue is resulting from?

I have the same problem. The computer is new and the windows installation is new, from scratch. The problem occurs from the moment you install windows from scratch, it also occurs when booting in safe mode.
In my case, it is solved by clicking twice on the start button since windows explorer restarts and everything is going well, it only happens when starting.

- Go to the Search tab and type: Choose which files and folders will be indexed and click on it

NOTE: This procedure may take a while, when finished it will appear in the Successfully Completed tab, leave the pc alone performing the procedure and do not touch anything. After finishing, restart the pc and see if it works again.

When I restart the Explorer.exe the issue still occures.
In the Eventlog I see, That the Explorer restarts a few times.
