Cpu at 100% even after reset.

I have had this issue where my CPU is at 100% when I look in task manager. It is at a constant 100% and when I look at what may be causing it, it changes constantly depending on what I have open and even if I have nothing open, it will still persist. I thought i could get rid of it if i did a full reset including deleting all my files but that still has not worked. What can I do to fix this.

My pc has:

Intel® Core™ i7-8700K CPU @ 3.70GHz

NVIDIA GeForce RTX 2070 SUPER

16 GB memory

MPG Z390 GAMING PRO CARBON (MS-7B17)

Windows for home | Windows 10 | Devices and drivers

    I have successfully completed what I was trying to do by myself. For those who may be facing a similar problem, what I did was went into the BIOS and then formatted my SSD ( where windows was installed) from there. I then downloaded windows from a USB and started anew. This fixed my issue. I hope that this helps anyone who is facing the same issue that I faced.

    Try updating your device. To do that, select the Start button, and then go to Settings > Update & Security > Windows Update .

    I know how frustrating this may be for you but I'll do my very best to help you :)

    Have you tried to check system files with sfc /scannow command?

    1. In the search box on the taskbar, type Command Prompt, and right-click or press and hold Command Prompt (Desktop app) from the list of results. Select Run as administrator, and then select Yes.
    2. Type DISM.exe /Online /Cleanup-image /Restorehealth (note the space before each "/"), and then press Enter. (Note: This step may take a few minutes to start and up to 30 minutes to complete.)
    3. After you see a message that says "The operation completed successfully," type sfc/scannow (note the space between "sfc" and "/") and press Enter.
    4. After you see a message that says, "Verification 100% complete," type exit.
