It seems you are right, I had tried turning off and unplugging the mouse but it turned out I just needed to switch ports. Thank you.
Volume, Spreadsheets, System windows uncontrollable scrolling
I am suddenly encountering a wide range of issues related to scrolling. If I click the speaker icon for volume control, it will automatically start scrolling the volume control up to 100. Scrolling happens automatically from left to right in google sheets. Also I am unable to drag a page up and down and can only use the scroll wheel when browsing. Lastly, I have just discovered I can't do anything on pages that require a date selection because the calendar dates are automatically scrolling forward constantly in time. If I open the page and there is a calendar box it remains blank, but the second the mouse hovers over that box (no click) the date fills in and starts running forward.
Basically anything that the mouse cursor touches starts scrolling if it can, from left to right.

Do you have a game controller connected to your PC?
If so, disconnect and see if the behavior stops occurring.
I've already dealt with a problem like yours and ended up diagnosing a problem with the Mouse Scroll.
To diagnose this, when it starts to scroll automatically, unplug the mouse and see if the behavior stops. If possible, you can plug this mouse into another computer and see if the same behavior is exhibited.
You can also test another mouse on your computer and see if the behavior occurs. Remember to unplug your current mouse first.
