How do I fix “working on updates 100% complete?”

My computer has a WiFi connection that is metered and it updated in sleep mode. Today I found the battery was not fully charged and I unplugged it and plugged it back in to find the screen black. Then I shut it down to find the topic in the subject line. It was like that for ten minutes. I restarted it and it has been like that a while. The only solutions I can find to fix it are from within windows. Is there a setting to fix it from boot? Please advise.

    I know how frustrating this may be for you but I'll do my very best to help you.

    You can restore Windows from the recovery boot.

    1-Restart your computer while holding the SHIFT button

    2-The Advanced Startup menu will open on the boot.

    3-Go to Troubleshoot.

    4-Now, go to Advanced Options > System Restore

    5-Select a point to restore before the update and click to restore.

    The Windows Update should be trying to install the wrong version of the driver or the update files might be corrupted.

    Here is some troubleshooting that you can try and should fix this problem.

    Step 1- Check if doesn't have any corrupt files on the windows.

    1-Right-Click on Start then click on Windows Powershell (admin)

    2- Type these commands.

    sfc /scannow (and press Enter)

    Dism /Online /Cleanup-Image /ScanHealth (and press Enter)

    Dism /Online /Cleanup-Image /CheckHealth (and press Enter)

    3- The DISM tool will report whether the image is healthy, repairable, or non-repairable. If the image is repairable, you can use the /RestoreHealth (Dism /Online /Cleanup-Image /RestoreHealth) argument to repair the image.

    Step 2 - It might be that something went wrong with the update files itself. Clearing the folder where all of the

    update files are stored will force Windows Update to download fresh files.

    Here how to clear update database cache, reset windows update components to the default setup.

    1-Press Windows + R, type services.msc and ok to open windows services.

    2-Scroll down and look for windows update service.

    3-Right-click on it and select stop.

    4-Also, do the same with BITs (Background Intelligent Transfer Service) and Superfetch (superfetch now called sysmain) right-click and select stop.

    5-Now Go to the following location C:\Windows\SoftwareDistribution\Download.

    6-Delete everything inside the download folder, but do not delete the folder itself.

    To do so, press CTRL + A to select everything and then press Delete to remove the files.

    Again open windows services and restart the services (windows update, BITS) which you previously stopped.

    7-Reboot, and check for updates from settings, update & security.

    And the last option is to disable the driver installation from Windows Update.

    1-Click on Start then click on Settings

    2-Click on System then click on About

    3-Scroll down and click on Advanced system settings

    4-Click on the Hardware tab then click on Device Installation settings

    5-Select the option "No" and click on save changes

    This seems clear, but I don’t know. It seems like I need my registration code for bootable media to repair windows. Please let me know. It seems the escape key isn’t working to get the boot menu for hp machines (I have an hp pavilion 15), and the bios key seems to be for using a bootable media). I don’t know if using a repair install needs a registration code just to login. I just want to do system restore from safe mode but it won’t seem to

    let me access safe mode without windows.
