Windows 10 PC freezes after trying to close an app(eg chrome)

Hello,i would like some help with an issue on windows that i have been having for a week

What is happening is that almost every boot up after a few minutes whenever I open or close an app,the App stops responding,then I open the Task Manager and click on the task,click “end task” then the task manager stops responding,Then I go down to the hotbar and hover my mouse over task manager or the app that is not responding,click the red X to close it,then the Hotbar stops responding,All in all results in my computer being completely unresponsive to anything but a forced reboot(pressing the power button once has no effect).I can still move my mouse pointer so my screen isnt freezing but my computer

Ive tried a full virus check,system file restorer,defragmentation and optimisation,Ive updated my GPU drivers,Windows is Completely up to date,I have enough Hard drive space,enough RAM,my CPU isnt overheating when this occurs yet despite all this my computer still freezes one click at a time until its locked up and even after numerous minutes of waiting,nothing has changed and theres just a blue loading circle with all actions not responding.

    Good Day Jonathanlavender,

    I appreciate your time getting back to this thread, since you already tried most of the steps, you can try to perform repair upgrade, it will repair and replace any corrupted system files.

    Step 1: Download Media Creation Tool from Microsoft.

    Click “Download Tool Now”

    Step 2: Run MediaCreationTool.exe.

    Step 3: Choose "Upgrade this PC now".

    Step 4: Select "Keep personal files and apps".

    Step 5: Let it install

    Once done restart and observe the performance.

    Ive checked,and as I said in the original post Windows is completely up to date(updated)

    Check for updates and install all the updates available to keep your device up to date.

    -Press Windows key + X

    -Go to Settings

    -Click Update and Security

    -Check for Updates and install all updates available.

    Once done and observe the performance
