Windows 10: "This app can't run on your PC" when Startup Laptop

When I startup my laptop, It's always display "This app can't run on your PC" as below picture. It's happen on 3 days ago and I don't know which app occur on this.

I try to Update Windows to last updated. But still cannot fix it.

I try to disable every Startup Apps and some Services as much as I can. But still cannot fix it.

I try to run command "sfc /scannow". But still cannot fix it.

I set the User Account Control Settings to "Never Notify". But still cannot fix it.

For more information. I use Norton 360 as an Antivirus and disable Windows Defender. And I used it for many years and doesn't has any issues.

  1. How do I know which App occur on this?
  2. How do I fix it?

FYI: I am a software engineer. You can give me the steps in deep technical details.

    Does the problem persist when you uninstall Norton and clean up any System Files it has broken?

    If not then Install the Media Creation Tool from this link http://windows.microsoft.com/en-us/windows-10/m... choosing Download Tool Now, install the tool, open it and choose Upgrade this PC Now. This will save your files and apps while bringing you up to the latest version by the most stable method. It will also bring all of your Updates current and solve most problems since it reinstalls Windows.

    It's still not works. But I not yet do step 11. I don't have time to it for now.

    Hi Nalinee. I'm Greg, 10 years awarded Windows MVP specializing in installation, performance, troubleshooting and activation, here to help you.

    No expert in Forums - where we see the most cases, by the thousands - recommends Avast, AVG. Norton or McAfee, but we have solved many problems over the years by having them uninstalled.

    I would uninstall any 3rd party antivirus in Settings > Apps > Apps & Features and try running only built-in Defender which gives adequate protection, best Windows performance, least issues, and is from Microsoft who knows how to protect their OS best.

    After uninstalling run the cleanup tool for the AV here:

    Restart the PC, then type Security in Start Search, open Windows Defender and Firewall Settings, there and in Windows Defender Security Center fix anything that's flagged.

    Next download, install and run a full scan with the best on-demand scanner Malwarebytes from https://www.malwarebytes.com/mwb-download/

    In it's Settings > Protection > Scan Options enable Scan for Rootkits.

    Then on Scan tab choose Threat Scan and Run Scan.

    Clean up anything found, restart PC and then run again until it comes up clean.

    Download, install and run a full scan with the AdwCleaner from http://www.bleepingcomputer.com/download/adwcle.... Clean up anything it finds and restart PC.

    Next check for damaged System Files by running System File Checker from Step 10 in this checklist:

    If this is not enough then move to Step 11 to do a Repair Install which saves your files, apps and settings while reinstalling Windows, solves most problems.

    If you want to keep Malwarebytes as an on-demand scanner then you can disable its Real Time trial version in it's Settings > Accounts tab.

    Based on the results you post back I may have other suggestions if necessary.
