Unless this store is a certified retailer, then it has access to the OEM licenses, so it can be bundled with the PC.

Hi,
I need some clarification. I have read that OEM licence should be preinstalled by system builder on PC. My question is this, if i dont buy PC as whole , rather i buy components that they (shop) will put together and I buy OEM licence (in same shop) does that qualify legaly installed windows on prebuild PC? I must note that that PC shop has its own prebuilt PC-s and I am not buying one of those. Second question is how can I know if some random PC shop can be qualified as system builder who has right to install OEM licences on their builds ?
Thank You.

An OEM version of Windows is sold for system builders. You want to be sure the shop is selling a legitimate copy. This will always include the installation media. When a consumer purchases the OEM version it is intended to be used on only the one computer and does not include MS support.
See here for an example of the marketed OEM version and some descriptive information. https://www.newegg.com/Microsoft-Windows-10-Home-64-bit/p/32-416-892
-Hi, my name is Claudeir, I'm happy to help you!
You don't buy an OEM license, it's tied to the device's motherboard when it leaves the factory, and it only comes on ready-made devices, you'll never get an OEM license on hardware you've purchased separately. If someone is selling a license claiming to be OEM, it is not original.

If the store you are setting up is certified, it is possible to purchase legitimate OEMs from third-party retailers.
