I was wondering what are they and how do they work?

That file is a hidden file that controls the thumbnails you see in a folder with File Explorer. Deleting it won't hurt anything because it will just be recreated. Normally, you shouldn't see that file. Only if you have enabled viewing hidden files and folders would you see it.
