This means the Startup has been edited in msconfig > Services after ticking the box to Hide All MS Services (very important!).
If you want to keep Normal Startup available in msconfig, you won't be able to edit the Startups out there. You can try in one of the places where it's controlled, which is covered in Step 4 of this tutorial:

But editing Startups everywhere they hide is healthy, as (for example) the average factory PC has over a dozen unnecessary processes running at Startup that freeload on resources and can affect performance. If Startup is never edited then I have seen 30-50 freeloaders all starting on Windows back. So on an ongoing basis any them that can be turned off at Startup will improve performance, sometimes substantially. Once they're turned off in msconfig > Services and msconfig > Startup (via Task Manager) the Normal Startup will not be available again.
