    Dear James,does this problem happen in Movies and TV?

    If so, try restoring the application;

    Press Windows key + I and access Applications;
    Select Movies and TV from the list and click on advanced options;
    Scroll down and click Reset;

    To enable closed captions:

    On a Windows 10 PC that is playing a video, right-click or tap and hold anywhere on the video. A menu bar will appear at the bottom of the screen. If closed captioning is available, a CC icon will be displayed.

    Tap or click on the CC icon.

    Tap or click the language in which you want to see closed captions. Closed captions will now appear on the screen.

    Note If closed captioning is not available for the video, a pop-up window will display “Not Available”;

    I hope I helped, see you soon!

    No, I am using the recent released Disney+ App, that uses CC. When I made a change in the CC Settings, it shows up at the next subtitle, but the Caption Effects doesn't work. Even in the preview of the CC in the Settings doesn't update, so it is not a problem of Disney Plus, but a problem of CC in Windows 10 in general

    Hello James, welcome to the Microsoft community, I'll be happy to help you today;

    I understand that closed captioning effects are not working;

    Check for new updates on Windows Update:

    1: Open the Windows 10 "Start" menu and select the "Settings" item.
    2: then select the "Update and Security" option.
    3: in the "Windows Update" section, click "Check for updates".
    4: If there are no updates, the message "You are up to date" will be displayed.
    5: if there is any pending system update, the message "Features update for Windows 10 ..." will be displayed, then click on the "Download and install" item to start the system update.
    6: wait for the update download to finish and restart the PC, or schedule a restart to be able to finish the procedure.

    Update apps from the Microsoft Store;

    Open the store and click (...) in the upper right corner to access Downloads and updates;
    Click Get Updates and wait until all apps are updated;

    Try setting closed captioning options:
    https://support.microsoft.com/en-us/windows/cha...

    Check if the problem is fixed;

    This doesn't help at all. Please, a better solution than just updating windows. Thanks.
