Webcam flickering no matter what solution I do

I have been trying to get back into streaming, and my webcam seems to flicker whenever a game is launched. I have updated everything, I have done clean installs of drivers, and I have also changed all power settings as well. I have an rtx 3090 as well as a ryzen 9 5900x. I bought this new webcam because the old logitech c920 was also doing it, but this seems to be a windows issue or something. The current webcam is an Amcrest brand, the 2k model.

    Hey Greg,

    Thanks for reaching out, but it seems that none of these generic fixes are doing anything. I've seen all of these on many forums, but it is not quite the problem. Almost all of your step 1 solutions are for light flicker, but if you refer to the video I provided, that's not the problem at all.

    Hi again -

    The fixes in Step 1 were specifically for webcam flickering. I spent time researching these for your specific problem. How is that generic? Where are the results of these steps?

    The rest of the steps were to go over the quality of your webcam install and Windows install including drivers and general integrity upon which everything depends in WIndows 10. It may be generic but you still need to know the quality of your install or it can suffer endless issues in this particular operating system.

    Does the camera flicker only in the Camera app, or elsewhere?

    1. Open Task Manager by right clicking the Start Button. Does it flicker there? If so it's likely caused by display driver, if not then it's probably an app.
    2. Go into Camera app, under Settings change Flicker reduction to 50hz.

    1. Go into Device Manager from View tab Show Hidden devices, locate Webcam driver, choose Update Driver > Automatically, then if that doesn't find a better driver try Update Driver > Browse > Let Me Pick to try all previous drivers to find a stable one. If that fails try Uninstall Driver, restart PC to reinstall driver.
    2. The Display driver is so important here that merely updating it is sometimes not enough. So let's try everything possible to get it working correctly:

    First make sure you have updated the Display driver from the PC or Display adapter maker's Support Downloads web page for your exact model number, HP Serial Number or Dell Service Tag - from the sticker on the PC.

    While there check also for newer chipset, BIOS/UEFI firmware (very important), network, sound, USB3 and other drivers, comparing to the ones presently installed in Device Manager reached by right clicking the Start Menu.

    If necessary first remove the old driver using DDU https://www.wagnardsoft.com/content/ddu-guide-t... and/or install in Safe Mode with Networking (so you have internet), or Safe Mode, accessed by one of these methods: https://www.digitalcitizen.life/4-ways-boot-saf....     If this doesn't give you the latest or ideal driver for what you need, compare it to the driver offered by the Intel driver update Utility here: http://www.intel.com/content/www/us/en/support/...

    For Display issues one fix that is working is to Roll back or Uninstall the Driver on the Display Device > Driver tab, restart PC to reinstall driver.

    You can also try older drivers in Device Manager > Display device > Driver tab > Update Driver > Browse > Let Me Pick.

    Then you will know you've tried everything in addition to Windows Update drivers.

    Adjust the screen resolution until it fits and looks best at Settings > System > Display.

    Then watch WIndows Updates which may push a new monitor driver based on the display driver you now have installed.

    1. If nothing else helps contact the webcam manufacturer's Support which under the first year warranty must by law provide Support, Repair or Replacement.

    1. Did it work correctly before? See if you can System Restore to a point before the problem began following this guide: https://www.windowscentral.com/how-use-system-r...

    System Restore is your first line of defense and can take you back to a point before a problem began. If it doesn't help then you can undo it. Read about it first in the tutorial above and then try restoring to just before this started.

    If the problem repeats or System Restore doesn't work then check which Windows Updates were installed at Settings > Update & Security > Windows Updates > Update History, uninstall them there or System Restore again, then immediately check for and block the Updates with the Hide Updates tool explained here: https://www.tenforums.com/tutorials/8280-hide-s...

    1. Try Updating the webcam driver from the PC maker's Support Downloads web page for your full model number, Serial Number, or Dell Service Tag number from sticker on PC.

    In Device Manager reached by right clicking the Start button, compare all other drivers including Chipset, display, sound, etc to make sure you have the latest vs. the PC maker's Support Downloads web page.

    Additionally on Webcam Driver tab see if Roll Back is available, if not try Update Driver, first Automatically, then Browse, then Let Me Pick to try all previously installed Drivers.

    If these fail try to Uninstall the Driver, restart PC to reinstall.

    1. Try resetting the Camera app at Settings > Apps > Apps & Features > Camera > Advanced Options.

    Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files. Then continue with the other steps to go over your install most thoroughly.

    1. If nothing else helps you can run a Repair Install by installing the Media Creation Tool and choosing from it to Upgrade Now. This reinstalls Windows in about an hour while saving your files, apps and most settings, solves many problems while also bringing it up to the latest version which you need anyway and by the most stable method. http://windows.microsoft.com/en-us/windows-10/m...
