Repeating explorer.exe and ucrtbase.dll fault on Windows 10 startup

I keep receiving the following error repeated ever couples seconds for about 1-5 minutes until it finally works. The error does not occur again until I restart it. I've attempted all solutions suggested here and here. So far the only thing that works is reinstalling Windows 10 with my files untouched. That solution only lasts until I get a windows update.

To recap, I have:

  • Cleared the quick access cache
  • Ran a clean boot (saw no change)
  • Reinstalled my display driver
  • SFC and DISM

While the error is repeating, I can open the file explorer portion of explorer.exe, task manager, and any program I manage to activate without seeing my desktop, start, or taskbar options. These don't close while the error is repeating, but they only respond in the few seconds between errors.

Hi BB. I'm Greg, 10 years awarded Windows MVP, specializing in Installation, Performance, Troubleshooting and Activation, here to help you.

In addition you said you have been doing a Reset saving files, correct? That's an inferior install that most enthusiasts won't even do, like the Upgrade, because they know that in Windows 10 everything depends on the underlying quality of the install. The proof of this is that millions have done this gold standard Clean Install which includes everything that works best in Windows 10: http://answers.microsoft.com/en-us/windows/wiki... and not one has ever come back with further problems.

It is a once-in-a-lifetime learning experience that will make you permanently the master of your PC because you will learn everything that works best and how to apply it with your own hands.

I hope this helps. Feel free to ask back any questions. Please report back results for all steps given so I know what else to suggest if necessary.

My laptop bricked. It didn't have the issue before it died once windows was reinstalled. I'll mark it as solved because there isn't a software issue that causes your computer to fail to receive power. Thanks for the help.

I'm glad to hear you're investing in the Clean Install as it's never let anyone down yet. Make it a diagnostic install by monitoring for the problem after each app, Update install, each Settings or other change, ready if it repeats to System Restore to a point before it happened and then block the app, Update, etc that caused this.

If it's an Update you can System Restore: https://www.windowscentral.com/how-use-system-r..., or Uninstall the Update in Settings > Update & Security > Windows Update > Installed Update History, then immediately install Hide Update tool to check or and hide the Update(s) causing it: https://www.tenforums.com/tutorials/8280-hide-s...

Keep me posted on your progress as I will be here to help until the case is resolved.

Thanks for you prompt reply. My issue was the same as in this thread you shared. Sadly, there wasn't a real fix in it. I followed the directions for the clean reinstall of windows 10. Thanks to for that. I was able easily able backup my personal files, and quickly get windows up and running again. I'm creating restore points as I reinstall programs. The issue has made me paranoid, so I'm constantly checking to see if the problem will resurface. Will post back solved or more questions when I reinstall that Halo game. People have said that has caused the problem. Thanks again for the help.
