ctrl+shift+z is not working

I was using photoshop and suddenly ctrl+shift+z is not working. I have tried different software which REDO shortcut key is ctrl+shift+z but still not working. I uninstall all keyboard drivers and restart my laptop but still not working. I am sure this is not a hardware problem because my laptop keyboard and USB keyboard are both not able to activate ctrl+shift+z. But ctrl+shift+alt+z is ok. Any other key combinations are good but ctrl+shift+z is bad. I am so sad.

    The bad news is the problem is global. I have tried three software e.g. Krita, CSP, Photoshop but none of those REDO with ctrl+shift+z.

    I have checked the shortcut combinations settings of that three software is OK.

    I have tried https://en.key-test.ru/ but ctrl+shift+z with (only) the order ctrl -> shift -> z does not work.

    I have tested the three keys separately and they are good. 

    Ctrl+shift+z is the only key combination that does not work.

    The good news is the problem have gone after I updated Windows to Build 22471. I don't know why. The problem happens when I was drawing and suddenly REDO(ctrl+shift+z) does not work. I am not sure how to reproduce the issue.

    As far as I understood the question, ctrl+shift+z does not work only in Photoshop. Is that correct?

    Kindly try to test the three keys separately and see if they are working find or not?

    If they work fine, it means the issue is from the software, therefore, it is best to reset the shortcut combination from Photoshop:

    Also, you can test the combination with another keyboard to be more sure whether it is hardware or software related.
