stuck on reset at 8% for 2hrs

my pc has not been acting right for a while so I decided to reset. I would have made a restore point but as I said I have been having issues so I decided to reset and clean drives as well as a reinstall. I assume it takes a while for this process to complete, however I have been stuck at 8% for two hours. Mobo says AO still and the dotted circle is still spinning so there is no indication of a crash from what I can tell. It is just taking a very long time. I am wondering if this is abnormal. Again I chose to clean everything. Build is

    this is unusual usually caused by some error on reset, try shutting down the computer and starting the process again.

    In case you still get the same error, I recommend that you install windows through an iso that you can download from the site below:

    After downloading just put it on usb and reinstall the windwos through it.
