I just installed brand new windows 10 pro on a brand new machine but when I want to change the CPU affinity on an app I always get access is denied error. I'm an admin on the system, there is no other user yet and I also have full access and permissions to the app I'm trying to change the affinity for. Also, I'm running task manager as administrator just to make sure.
I have already restarted the system and updated it to latest updates but that did not help.
I don't understand how a brand new installation of windows can have such problems... Also the fact that I need to purchase additional service from Microsoft to get any help with a feature that's suppose to work from the start is not great. (already spent hours upon hours on microsoft chat and phone numbers they gave me with no result)

Thank you for your timely response, hope your doing well.
Please try doing this sequence as well.
on UAC put it to always notify me (top option) > Task Manager > Process Tab > 'Show processes from all users' then accept the UAC prompt.
That will run Task Manager with your administrator privileges and should grant you to set affinity.
I tried replicating this process on my end unfortunately since i'm using a company some features are locked.

Thank you for posting your concern here in Microsoft Community. We understand you need help changing affinity on your new Windows device. Let's go over with this together.
Do you have UAC Turned on?
If you do then when you are in task manager on the processes tab select 'Show processes from all users' Accept the UAC prompt.
This will run Task Manager with your administrator privileges. You should now be able to set affinity.
