When I turn my PC on it boots up to the “Choose your keyboard layout” and after I choose my layout it goes to “Choose an option” page. I tried to trouble shoot it and do startup repair but that didn’t work. Tried system restore, system image recovery, and the uninstall updates option too.

The first method didn't work and the second method I don't think I know how to do. But for the first method when I did "bootrec /fixboot" it said access denied. Also when I did "bootrec /rebuildbcd" it gave me options Yes | No | All

    Hi TheFakeKevKev,

Thanks for your post in Microsoft Community.

I understand that you have encountered a computer stuck on the "Select keyboard layout" interface. This is a common problem. Let me help you solve it.

<1- Select the "Recovery Menu" option on the "Choose an Option" screen, and then select the "Troubleshoot".

<2- Click the command prompt option under Advanced Options.

<3- After opening the command prompt window, output the following commands in sequence. Note: Please press Enter after each command.

    chkdsk c: /f

    bootrec /fixmbr

    bootrec /fixboot

    bootrec /rebuildbcd

    bcdboot c:\windows /s c:

<4- Close the command prompt and restart the computer.

The above methods should help you solve the problem. If the problem persists, you can try the following steps:

<1- Enable safe mode with network connection.

<2- Right-click the "Start" icon in the lower left corner of the desktop screen, and then select the "Device Manager" option from the menu.

<3- Expand all categories and see if any drivers are marked with a yellow exclamation mark.

<4- Right-click on the device with a yellow exclamation mark and select the "Update Driver" option.

<5- Select "Automatically search for updated driver software" option.

<6- Follow the instructions on the screen to complete all operations.

After updating these drivers, check to see if the problem persists.

Please feel free to let me know how it goes.
