Microsoft family safety not working -- device doesn't show up

I had a problem with my laptop. My children can log in and no family safety limits apply. The device does not show up in my list of devices on Microsoft Family. Not sure what the fix for this is supposed to be. Pretty frustrating and embarrassing that a child can login to a Microsoft account (not a local account) that is part of a family and not have the family safety limits apply.

Here is what I did to fix the problem after trying all sorts of other things.

Failed attempts:

  1. Check for updates--already up to date
  2. Restart PC
  3. Block family members from being able to login from account settings. Log out. Log back in and unblock family members
  4. Enable enhanced data collection in the privacy settings, include ink and typing and everything else--freakin key-logging as far as I know. No difference.
  5. Have user login to OneDrive.

Here is what actually worked:

  1. Delete C:\ProgramData\Microsoft\Windows\Parental Controls\settings\settings.bin
  2. Block users
  3. Log out
  4. Let user attempt to login so that it fails
  5. Unblock user
  6. Let user attempt to login
  7. Have user login to accounts.microsoft.com

Not sure how many of those steps are critical.

Any idea what the cause or general solution for this problem is? The device previously worked to have limits for other family members. Not sure if it was a windows update that broke it or a corrupt user account.

    For the second child user I also had to block, fail login, unblock, login, login to microsoft account. Whereas microsoft family website used to show the actual computer name when a device was added, now it just shows "Windows". Great improvement....

    I will likely have to do this same shenanigan for all 7 members of my household. Fun.

    Its simply kids ms passw reset and its done. Ms support is uselless regarding this topic.

    I had kids account locked after instaling native language. Nothing worked even ms support.

    Simply ms acount pasw resert worked on.

    What works most to fix Family Safety issues is to remove the child, sign out of Family Safety, restart PC, sign back in to add the child back:
