Microsoft usually offers the upgrade to those devices Microsoft believes are the most likely to successfully install the upgrade. The compatibility checker will determine if the computer is compatible with Windows 11 and will notify its users if the computer passes the hardware requirements. If the computer passes the hardware requirements, windows updates will offer the upgrade in stages until such time that device is ready to install the upgrade.
Windows 11 minimum requirements is at least 8th Gen processor, however there are some reports that some user able to upgrade their system even their running 7th Gen processor but it is not advisable and Microsoft will not be liable to any system issues that occur if you upgrade your system even you didn't meet the requirements.
We are all hoping that in the future it will be consider but we just need to wait more time for that.
You can submit a feedback to Microsoft about your concern and specification for the developer to check for consideration.
You can reach out to your computer manufacturer to check/upgrade your processor to one that support Windows 11.
You can also stay with Windows 10 as it is still supported until 2025.
