There could be a lot of factors affecting disk usage. First, perform a clean boot. When you start Windows, some background apps also start, disable all the apps then monitor your disk if there are any improvements, then if there are improvments, enable one by one the apps and see which apps is affecting the disk usage. If the above steps did not solve the issue, please perform an inplace upgrade. See the link below for the steps.

You can also perform a Windows recovery, but please note that Windows recovery will delete your apps and files, so do this as a last option only and make sure to back up your files.
