Yes, it's normal. I also have Hardware Reserve memory on my PC. You can see the image below.
Why is windows 11 only using 16gb ram when it recognises 32gb is installed?
Specs:
MOBO: b450 Tomahawk max
RAM: 4 x 8gb Corsair vengeance DDR4 3200MHz
CPU: AMD Ryzen 7 2700x
GPU: RTX 3070
Any help is greatly appreciated :).

2021-12-07T17:30:29+00:00 Hi Paul,
Thanks for your reply.
So this is normal, yes? I assume if my actual memory usage exceeds 16gb then the other 16gb will no longer be 'hardware reserved'?
I've just upgraded to 32gb ram and never saw that before with 16gb which is why it stumped me.
Thanks again,
Joel

I just ran a Windows memory diagnostic and no problems were found.
Thanks for directing me to that. Based on the replies to this question it seems normal.

2021-12-07T03:05:31+00:00 Look at Task Manager again and Memory. When you place your mouse pointer over an area, see what it shows. See example image below. Click on, tap, or activate image to enlarge it.
You may want to run a Memory check too. Using the search icon, type memory in the box. See example image below. Click on Run as administrator.
You may want to scan your memory too, using Crucial,

2021-12-07T02:16:14+00:00 Hi JoelHurst,
I'm Paul and I'm here to help you with your concern.
As we can see on the screenshot, the 16GB is under Hardware Reserved.
The memory is generally used for graphics cards.
I hope this helps. Feel free to ask back any questions and keep me posted.
