Shutdown does not turnoff Fans and lights

Hello,

I am having a problem with my PC (specs given below) when ever I put my PC to sleep or shutdown it responds and turns off the monitor but the PC fans and all light stay on. I have tried every solution given on Microsoft support and on Google but none did the work for me. I have noticed one thing my boot time has been lower than before from 29 sec to 22 sec tho the fast startup is off both in windows and in Bios. Please help me with this problem if it is any problem with hardware.

PC specs-

Motherboard- Asrock B450M Steel legend
CPU- Ryzen 5 3600
Ram- XPG 8gb 2667 Mhz

Storage- WD SSD 240GB, SeagatePoratable 1TB HDD

Power Supply- Gigabyte 700W power supply Bronze

GPU- GT 710

Windows for home | Windows 10 | Sleep and Power on, off

    Hi Divyansh. I'm Greg, 10 years awarded Windows MVP, specializing in Installation, Performance, Troubleshooting and Activation, here to help you.

    There are other things to try here besides Fast Startup or Fast Boot:

    1. Update your chipset drivers and BIOS/UEFI firmware from Asrock Support Downloads web page for your full model number. Compare the latest drivers available for download with the ones presently installed in Device Manager reached by right clicking the Start button. Make sure you have the latest BIOS or UEFI firmware, Chipset, Display (Video), Sound, USB3, Bluetooth, Network and all other drivers, or else download and install the latest now.

    Updating drivers from the Device Manager or Windows Update is rarely enough. The most basic thing we need to learn to maintain a PC is keep the latest manufacturer's drivers installed from their Support Downloads web page.

    1. Go over Windows using this checklist to make sure the install is set up correctly, optimized for best performance, and any needed repairs get done: http://answers.microsoft.com/en-us/windows/wiki...

    Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account. Then continue with the other steps to go over your install most thoroughly.

    1. If nothing else works then do a Repair Install, by installing Media Creation Tool, open tool and choose to Upgrade Now. This reinstalls Windows while keeping files, programs and most settings in place, is the most stable method to advance to the latest version, and solves most problems.     Thanks for the Help updating my Bios helped me with it.
