After Update to Windows 11 wrong CPU usage in Task Manager

Hello all,

since i upgraded from Windows 10 to Win 11 (21H2)(22000.258) the TaskManager shows wrong CPU usage (its nearly always at 100% usage).

So i reinstalled the whole Windows 11, and made a clean install, just to be sure its not related to the upgrade. But it still shows wrong CPU usage.

X Box Game Bar is showing me the correct usage as well MSI Dragon Center. Is this a problem with Windows 11, cause i didnt had this on Windows 10?

My PC spec:

MSI B450 Gaming Pro Carbon Max Wifi (latest BIOS update)

AMD Ryzen 7 3700X

4x 16GB Ram 3200 G.Skill

Zotac RTX 2700 Super

NVMe MP600 1TB

    I was having the same issues on a new Desktop build w/ i7 11700K processor and fresh install of Win11. In Windows Task Manager it showed my processor at 100% ALL THE TIME. And my cpu AIO cooler fans were running at high all the time also as it tried to cool the cpu.

    After messing with multiple BIOS settings and getting nowhere I finally saw a post on MSI's site (using MSI motherboard) and fixed it by doing the following:

    Go to "Windows Settings>Power>Power Mode" and change the Power Mode setting to <Best Power Efficiency> (likely on <Balanced> as default). I rebooted and now when I pull up Task Manager my CPU usage is at reasonable levels - it also solved my cooler fans issues as well because the cpu was not trying to run full tilt all the time and my cpu temps are now running at idle ~26-30 C vs. 45-55 C.

    I am a gamer, and while putting a laptop setting on a Desktop computer (Best Power Efficiency) seems counter intuitive, my new computer still boots games with no issues and acts as expected when playing using high cpu and increased cooler fan speeds as expected. There is no lag in any game I've tested on so far and the cpu still never gets above 60-64% utilization.

    Hey, I have the same bug on my MSI X570 Gaming Edge with Ryzen 3700x CPU always at 100%

    MSI Center shows 2-6 % usage... So it seems it is a Win 11 bug.

    I installed all drivers new and did the latest updates with no success.

    Sometimes a restart solves it for a few minutes than the same issue over and over again.

    I hope there will be a fix soon!

    Did anyone get this solved? My fan is going as if I have full CPU usage, but I don't see here:

    Right after, I check and it says, "System Idle Process" 50% or higher while CPU is at 72%... That doesn't really add up.

    Yes the PC is fully responsive, i can also play high end games with no problems.

    Sometimes its Task Manager or Desktopwindows-Manager also some Programs like Nvidia.

    But the problem exist already after fresh install with no other programs installed. So i assume its a problem from Windows since other Programs can read the real CPU with no issues.

    I also installed the latest BIOS version with Windows 11 support.
