Windows update disabled and access denied

I am trying to check for windows updates and also download apps from the microsoft store but I keep getting an error. The error code on the store is 0x80070422. I have gone on services and tried to set windows update to automatic but it says access denied even though I am the administrator and there are no other accounts on my pc. I have disabled stopwindowsupdate10 on services but i still cant set windows update to automatic as access is denied for some reason. I have checked countless tutorials online and nothing has helped.

    Since when this problem started?

    Did you install any program before this problem started?

    Try open start and search for cmd or Command prompt and right click and run it as administrator and then type the following command:

    sfc /scannow

    Press enter and let it runs and see what is the result.

    Try open Command prompt as administrator and type the following commands:

    DISM /Online /Cleanup-Image /CheckHealth

    DISM /Online /Cleanup-Image /ScanHealth

    DISM /Online /Cleanup-Image /RestoreHealth

    Take a look at Windows Update Troubleshooter (microsoft.com) and run the Windows Update troubleshooter and see if it fix the issue.

    Try perform a Clean Boot and see if the problem persist?

    I have tried both of them and the issue is still there

    Take a look at Windows Update Troubleshooter (microsoft.com) and run the Windows Update troubleshooter and see if it fix the issue.

    Try perform a Clean Boot and see if the problem persist?

    This problem has been going on for the past few months and I did not install any program before this problem started. I have tried the system scan as you suggested and it says

    Windows Resource Protection found corrupt files and successfully repaired them.

    For online repairs, details are included in the CBS log file located at

    windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline

    repairs, details are included in the log file provided by the /OFFLOGFILE flag.

    I then tried to set windows update to automatic and it still says access denied. I have also tried restarting my pc after this and trying again but I get the same message.
