PC has slow internet but all my other devices do not

My PC has the slowest internet speeds and I'm not sure why. I have it hooked up to a wifi repeater through an ethernet cable because my modem and router are downstairs. All my other devices use wifi and they work fine, with barely any drop in internet speeds. I've tried troubleshooting, accessing command prompt, resetting my modem, and my PC yet nothing has worked.

Thank you! My upload and download speeds are much faster than before, though not as fast I as I would like. My speeds are averaging 38.8 for upload and download. Is there a way to improve my speed?
