You can install Windows 11 directly on the new SSD. Just skip the part where it asks for the product key in the installation process.
With regards to the Windows on the HDD, once you back up all the important files on the HDD. You can then reformat the disk to be used as your Data drive.
When installing Windows 11, I suggest unplugging first the HDD and keeping only the SSD and the installation media. With this, you will not get confused in selecting the path for the Windows system.
