"Program Manager" Displays on Shutdown Sometimes in Windows 11 and More Often on Restarts

PROBLEM

I own several Windows 11 machines and on a NEW installation of Windows 11 (no other software) it also appears!

"Program Manager" is preventing shutdown message, and then Windows 11 does indeed shut down, just need to wait a few seconds and it shuts down.

If I choose to Restart this message seems to appear more often as its shutting down prior to the restart.

If my machine has been running for several hours it seems to happen more often, rather than shorter periods of time.

My main computer also does this problem in addition.

QUESTION

I want to know precisely WHAT PROGRAM IS THIS? How can I DELETE IT?

I do not have a program called "Program Manager" and searched for hours.

I was getting this annoying message on Windows 10 as well prior to the upgrades to Windows 11.

Spent countless weeks of my time trying to get a clear definitive answer to the problem, and how to fix it.

I read something that it might have to do with the Microsoft Store and Permissions for the Apps, but I have no idea if that is correct.

It is very hard to decipher when you read the responses because there are some many ideas and no clear instruction how to fix it.

This problem is well known and lots of people talking about it.

Why is there not FIX by Microsoft to correct it? It should be an UPDATE if its well known.

If there is someone that really KNOWS what this program is, and how to actually Repair it, then I am very GRATEFUL....

I thank the volunteers and others involved and if there is real Microsoft Staff Engineers that know this issue, then I would most appreciate a very clear definitive and simple explanation of exactly how to FIND the actual PROGRAM or ISSUE that is causing this error message.

    Hi All

    Its been a nightmare finding the solutions with hundreds of ideas and instructions from so many people who mean well, but no clear actual answer.

    I read somewhere a man had a problem with GEFORCE EXPERIENCE and I have that software installed on the windows 11 machine.

    I went into the settings, and turned off everything that I could turn off, but did not uninstall the program.

    There was a marked and noticeable change for the better, did not happen as often...

    I then UNINSTALLED GEFORCE EXPERIENCE all together, and PROBLEM GONE.

    it has been quite a few days so far, and it has not happened again, on either shutdown, or restarts.

    So far, (hopefully) it seems like the issue is resolved.

    That annoying "PROGRAM MANAGER" message saying this was preventing shutdown, seems to have vanished.

    If there is an update to this I will let you know.

    If anyone else is having the same problem, and if you have this software, then maybe an uninstall might solve it.

    Research it first if you like, and make your own decision, and do it only if you feel comfortable with this option.

    I cannot give you advice as I am not a programmer or anything like that, I have passed on my own experience only.

    You can always re-installed GEFORCE EXPERIENCE if you wish, and if needed.

    I would be interested to see if others fix the problem the same as me.

    If on shutdown, whether win10 or win 11 there is a screen prompt re Program manager it means some process/app is open and needs to shutdown before win can shutdown or restart.

    Unfortunately its not always clear as to what process/app is open

    I occasionally see this but as the PC's do shutdown or restart I have not torn my hair over it.
