rather than having issues with these particular apps turning themselves on, I have issues with them turning themselves off. On my PC i use 2 RAZR programs that run my keyboard, mouse, and other things, and I use rocketdock to make my access to programs easier. I have these programs enabled as startup programs in windows. however in the last few months these programs have not started on start up whenever I fully turn off my PC and turn it back on again (it does not happen when the PC is restarted) and I have to manually go into windows start ups and enable them again and restart. i just want to know why this is happening.
Windows 10 keeps resetting my startup programs
so this has been happening for a while now but Windows keeps turning off the start up programs that i have set to open on start up. I have to go to my start ups ant turn them on again and then restart my PC for them to run on startup. however, when I do an actual shut down, and turn my pc back on, windows has reset these programs so that they no longer run on startup. anyone else have this issue? any fix?

Windows has no ability to turn back on Startup apps that you've disabled unless they are Windows system startups that are protected.
Usually if you have Startups edited to your taste in all the places where they roost in Windows that are listed in Step 4 of this checklist: http://answers.microsoft.com/en-us/windows/wiki...
Then the only known reason they will turn themselves back on is if they are set in the App's Settings to Start with Windows. Normally they must be turned off there before the App will honor this in the system Settings.
If you want to tell me what apps these are I can advise you better, as I've been helping edit startups for a dozen years in forums and know most of their tricks

2022-02-13T04:28:41+00:00 As I wrote several times the only reason I know of that a Startup will turn itself back on after you disable it is if it's set in the Apps settings to Start with Windows. So check there in each of the apps that's doing this.
