cannot cloud reset completely to resolve issues in Windows 11 (complete cloud reset is only in settings)

I can only cloud reset completely in Windows OS, and I can reset locally both in the recovery screen.

"Erase everything" cloud reset in settings doesn't seem to reset enough.

None fix the issues and abnormal behavior:

  • Command Prompt flashes always between restart and flash in the OS sometimes
  • Opening "Windows Terminal" on the right-click "Start" menu prompts the error wt.exe - Application Error The application was unable to start correctly (0xc0000022).
  • Opening the "Windows Terminal(Admin)" on the right-click-"Start" menu gives a security alert of

    I'd like to not freshly install Windows.

    How do I set the terminal in the right-click "Start" menu to open Microsoft.WindowsTerminal...\WindowsTerminal.exe?

    In Settings > Privacy & Security > Terminal, I have only the shown options Windows Console Host and Windows Terminal that both open ...\wt.exe.

    Window Terminal in the left-click "Start" menu is at ...\Microsoft.WindowsTerminal...\WindowsTerminal.exe works by opening without alerts.

    Window Terminal in the right-click "Start" menu is at ...\Microsoft.WindowsTerminal...\wt.exe and doesn't work by opening.

    Hi Connor. I'm Greg, 10 years awarded Windows MVP, specializing in Installation, Performance, Troubleshooting and Activation, here to help you.

    Reset is an inferior install, which uses onboard installation files which may be corrupted unless it offers Cloud Reset which as you found is not offered all the time.

    If Windows will start then the Repair upgrade is a much better install since it uses the latest installation media to in-place Upgrade over the present install, reinstalls Windows 11 while saving your files, most settings and apps in place, brings it up to the latest version by the most stable method, takes about an hour and resolves most problems: https://www.elevenforum.com/t/repair-install-wi...

    If Windows will not start then do a true Clean install which means deleting all partitions off the drive during a booted install - anything less is not clean. There are good guides here for this:

    I'm not sure what the log you posted is for, so if you want to explain the problem (which was somehow left out) then I may have other ideas for fixing it.
