Can't do defender offline scan

Whenever I press offline scan, it does the UAC prompt and I accept, but it never restarts the laptop. When I do it from Powershell also it doesn't do anything and says this:

    Hi Sushruth. I'm Greg, 10 years awarded Windows MVP, specializing in Installation, Performance, Troubleshooting and Activation, here to help you.

    Whenever Defender needs repair first need to check for infection by the most thorough methods, then for damaged System Files, and finally with known fixes for Defender. Please follow all steps in order, report back results.

    1. Download, install and run a full scan with the most powerful on-demand free scanner Malwarebytes:

    In the Malwarebytes Settings > Security tab set it to include scanning for Rootkits.

    If necessary run it in Safe Mode with Networking, or Safe Mode accessed by one of these methods: https://www.digitalcitizen.life/4-ways-boot-saf...

    Clean up anything found, restart PC and then run again until it comes up clean.

    1. Then download, install and run a full scan with AdwCleaner:

    Check for any remainders in Settings > Apps > Apps & Features, and also in each of your browser's Extensions, Home Page settings, Search service or Add-On's as shown here: https://www.computerhope.com/issues/ch001411.htm

    1. Check in Settings > Apps > Apps & Features that no other antivirus' are installed and if so uninstall them now. You may also need to run a special Uninstaller tool for any previously installed Antivirus from here: https://www.bitdefender.com/consumer/support/an...
    2. Then check for damaged System files by running System File Checker/DISM in WIndows 11:

    3. Now check if Defender offline scan will run.

    1. If nothing else works then do a Repair Install, by installing Media Creation Tool, open tool and choose to Upgrade Now. This reinstalls Windows while keeping files, programs and most settings in place, is the most stable method to advance to the latest version, and solves most problems. Tutorial here:

    If you want to keep Malwarebytes as an on-demand scanner then you can turn off its Real Time trial version in it's Settings > Account Details tab.

    Then I think everything that can be done has been tried. I'd report it in Feedback Hub and Insider forums to see if they suggest anything.

    Otherwise I'd do my deep scans online with Malwarebytes which is better than any offline scan anyway. Hopefuly we'll see Defender Offline come back soon, as I'm not seeing any cases about it being solved for at least a year.

    I'm an insider, and I did the malwarebytes scan and the website's solutions also didn't work for me.

    Did you try all of the other steps including the multiple fixes for Offline Scan in Step 6? Please do not skip any steps. We often find out later that the fix was the skipped step. If you need help performing any step I will help.

    If so then this may be a bug which others have reported for Offline Scan not running.

    If you want to report this to Microsoft use the Feedback Hub app in Start Menu where developers are tasked to process consumer feedback. They will not even see it here. This is a tech forums staffed mostly by volunteers trying to help others with your problems.

    Additionally, to make sure it gets seen if you're a Windows Insider you can report it in the Windows 11 Insider forums here which is monitored by developers:
