Troubleshooting Windows 11 upgrade Driver PNP Watchdog error

Hi community,

I wonder if anyone can help me. I've been trying to upgrade from an existing Windows 10 installation to Windows 11 but keep getting a Driver_PNP_Watchdog error (error code: 0xc1900101).

As per Windows Update Service, my laptop can run Windows 11 and is eligible for an upgrade. I've tried already a few troubleshooting options, including:

  • uninstalling Antivirus prior to upgrading
  • removing any peripherals including headphones and my mouse's USB dongle.
  • updating both, dedicated and integrated graphics drivers
  • running SFC and CHKDSK with no errors found
  • ensuring all the other drivers and BIOS are up-to-date by using Intel's Driver & Support Assistant

I've run WinDbg on the Crash Dump file, isolating 'pci.sys' as a potential reason for this error, however, I am baffled by how to dig deeper to find the actual root cause. I wondered if anyone else experienced similar issues and knows how to fix this.

I shared the Crash Dump file and WinDbg report on Microsoft Drive for anyone who is interested. Any help would be very much appreciated.

    Thank you for the update. My VM colleague had the same issue, but it was resolved by removing RAID in BIOS.

    I won’t suggest a clean install as it can fail put the PC in an inoperable state. if you want to try, you can take an Image so that you can restore within minutes.

    I suggest also filing Feedback(Win+F) to let MS know about this problem.

    AHCI is enabled by default. RAID is/was not set in BIOS.

    Update: I removed any Undervoltage settings and tried to upgrade again, however, the error remains.

    Still the same error. It looks like an incompatibility issue.

    Have you turned on RAID in BIOS Settings?

    Hi Sumit,

    Thanks for your help. Intel's Driver & Support Assistant tool doesn't show any driver updates available. Since your post:

    • I updated the Intel Chipset Driver manually (Intel® 300 Series Chipset Family LPC Controller (HM370) - A30D) to version 10.1.16.8
    • I double-checked my BIOS. Turns out the manufacturer retracted the most recent BIOS 0142 so I did a downgrade to 0140 which is the latest supported version
    • I reinstalled the Management Engine Interface driver as suggested (no update available, instead the installer let me choose between repair and uninstall - I opted for repair). The current version is 12.0.70.1648

    After each of these steps, I performed the upgrade again just to run into the same error (Driver_PNP_Watchdog).

    I checked the Dump file again but not much changed apart from a few hex numbers, I uploaded the new dump file and the report to Microsoft Drive.

    Do you have any other idea of what may cause this error? And thanks again for your help so far.

    The Intel Chipset driver was named in the debugger as I see.

    Also make sure the BIOS is fully updated.
