Hi ,Stephen_Ford
Welcome to Microsoft Community.
It may be that the account system configuration information is damaged. Try to create a new local account, switch to the account to log in to the system, and see if the problem is solved.
Select "Start"> "Settings"> "Accounts," then select "Family and other users." (In some versions of Windows, you will see "Other users".)
Next to "Add another user", select "Add account."
Select "I don't have this person's login information", and then select "Add a user without a Microsoft account" on the next page.
Enter the username, password, and password hint, or select a security question, and then select "Next."
Perform a clean boot to exclude third-party software interference.
How to perform a clean boot in Windows (microsoft.com)
(Disclaimer: A “clean boot” starts Windows with a minimal set of drivers and startup programs. It helps to determine whether a background program is interfering with your game or program and to isolate the cause of a problem.
These steps of "clean boot" might look complicated at first glance. However, to avoid any trouble for you, please follow them in order and step-by step so that it will help you get you back on track.)
System repair with command:
Press [Windows logo key+X] at the same time to start [Windows PowerShell (Administrator)]
Copy and paste the following commands in sequence (network operation required, one line at a time):
Dism /Online /Cleanup-Image /ScanHealth, press ENTER
Dism /Online /Cleanup-Image /CheckHealth, press ENTER
DISM /Online /Cleanup-image /RestoreHealth, press ENTER
sfc /SCANNOW, press Enter.
System files are checked and repaired, which may take a while.
I hope this reply could address your question, or if you will have any question on it, please feel free to let me know.
Best Regards,
Evelyn
