I know it requires being connected to wifi but i am asking about the " internet " not the wi-fi.. , if that makes sense..
like ... umm.. do i need to have a data plan on my wifi to use connect or does it work on blank internet

You need a valid internal WiFi LAN, which means a working router that assigns addresses to your devices. Alternatively, you could manually assign addresses. WiFi traffic does not need to exit your home LAN in order to work.
