PC [AB350 gaming 3] would not shutdown, only reboot. Hardware, software, command prompt shutdown only resulted in reboot. Only way to shutdown was to hold down the power button, which caused it's own problems. After fighting this with Windows 10 and then Windows 11, I finally 100% fixed it. It is related to USB power management. In Device Manager, USB Controllers, I turned off all power management for all devices. Turned off "Allow the computer to turn off this device to save power". Turned off "Allow this device to wake computer". Each and every device. Fixed 100%, shuts down every time without fail. I have been fighting this for about a year. I thought it was Windows 11 preview, then I went back clean install of Windows 10, same problem. Shutdown worked for a day when I upgraded the AB350 Gaming 3 bios to F52e and installed Win11, but then after the normal Windows 11 updates it was back. Now it's fixed. It is USB power management causing the problem. I have all the Wake Ons in Bios disabled. Don't know if it's Gigabytes problem, or Microsofts's, but it is fixed. I found another thread regarding power management for LAN and this issue, but I already turned this off under advanced power options. It works for me, and I have spent countless hours fighting this for a year. And followed too many cut and paste jobs of how to troubleshoot. If it works for you, great, if not, sorry, don't flame me. I can only say it worked for me
PC Won't Turn Off after Clicking "Shut down"
My PC suddenly stopped turning off after I click on "Shut Down" on the Windows menu. Apps close, the screen goes dark, but my PC keeps running - for hours. The only way I can do a full power off is by depressing the power button for 5 - 10 seconds. Interstingly, the PC will "Restart" normally.
I have done a full reset and reinstalled Windows 11 plus Office, but that's it.
Any assistance appreciated

I understood you did the Reset, but have you ever wiped the drive and done the vastly superior Clean Install? If the problem persists you may even need to wipe it with Clean command to get rid of any code that sometimes causes this.

Some additional info: The problem started when I was installing a new monitor, switching from Asus to Viewsonic. The problem was immediate.
Some other things after my original post last night:
- My PC won't recognize my external speakers. I tried installing the Realtek app and that made no difference.
- I use an Asus Bluetooth dongle to have video conferences using my Apple Airpods. The Device Manager recognizes the dongle, but I can't pair them using System>Sound in Windows 11.
- When I use the Sound troubleshooter, the only two devices recognized are the monitor speakers and the Nvidia High Definition Audio output and the Asus speakers.
Here's what happened with the various solutions.
If the worst case is I have to wipe my computer, do I have to wipe all my drives, or just the C drive, which has all my software installed on it? (I have about 2tb of pictures on 1 drive...)

- Power switch works.
- Installed latest version of Windows 11 when I rest PC last night.
- Have run troubleshooter repeatedly - no problems identified.
- Disabled fast startup - no impact.
- No problems identified with system files.
- Using command prompt made no difference - screen went black - "No Signal" message, but PC was running until I used the power switch to shut it off.
- Stand alone PC so Delivery Optimization isn't applicable.
- System Restore tried before I did the full reset.
- Disabled apps with high impact at startup that weren't obviously system apps. Haven't reinstalled much software since reset.
- Power button already assigned for shut down.
- Haven't replaced power button on PC.
Lifewire
- Shift + Shutdown didn't make a difference in the shut down process.
- Tried command line - no impact.
- Tried troubleshooter - see above.
- Unfortunately have had to do hard shutdowns to get pc to turn off.

- Tried forced shut down with power unplugged after - no change.
- Tried disabling fast startup - no impact
- Using current version of Win 11
- No change in problem after running chkdsk.
- No change using command prompt - still requires hard shut down.
- Test startup programs as above.
- Windows Delivery Optimization not applicable.
- Tried System Restore as noted above.
Windows Report
- Drivers current
- Disabled Intel Engine Management Interface - no change.
- Ran chkdsk as above.
- Ran troubleshooter - no issues identified.
- BIOS - reset using software - not going to attempt hardware version!
- All USB devices disconnected except for Logitech keyboard/mouse dongle.
- Disable fast startup - see above.
Helpdesk Geek
- Force shut down - see above - already doing it.
- Command prompt - didn't work per above.
- Batch file - same problem as command prompt. Monitor goes dark, CPU stays on.
- Quit the apps/kill processes. Doing that - only app is Outlook plus system startup apps. Result doesn't change.
- Restart/reboot - no change to problem.
- Troubleshooter - see above.

Just open Command prompt.
Now, run the command given below
shutdown /s /f /t 0
Now, it will shutdown your pc without any problem instantly.

I have an add-in USB3.0 card, when I disabled all power related settings in the Properties page of it through Device Manger, shut down went back to working normally. I believe it was to uncheck the "Allow Windows to shut down this device to save power"(or something along those lines) that did it.
