How to disable Microsoft Text Input Application

Every few minutes, a process called "Microsoft Text Input Application" starts and uses 100% of my CPU.  I can end it via the Task Manager, but I have to do this every few minutes.

I tried to disable it by going to Settings > Privacy > Diagnostics and Feedback > Improve Inking and typing recognition, and turning it off.  

This didn't disable it and it keeps coming back when I'm using Word.  It makes Word and the PC unusable.

How can I prevent this from happening?

    On a hunch tried to Search while in the SystemApps folder. Found it. Seems to be hidden (and I supposedly have all system files visible). Folder was modified on 3 October 2021 and the InputAppdll was modified on 2 October 2021. Yes, Win10 21H1 Build 19043.1266

    Do the Search and it magically appears.

    It seeems to also freeze my Adobe After Effects -- whenever I delete the task in task manager I get quick access to AE then after a few seconds gone again
