I cannot get past the 1st screen to be able to do that. I click 'set up my PIN' and it loops back to the same message "Something happened and your PIN isn't available. **** to set up your PIN again

Something went wrong and your PIN isn t available. This appears after i follow these steps to solve my previous problem, freeze taskbar.
These are the steps i did before making my way here:
1.Press Ctrl+Alt+Del to get to where I can restart my computer. Or force your computer to power down and then restart. (it will be slow)
2.Hold down shift while clicking on "Restart Computer".
accessed by clicking on the power icon in the lower right corner.
3.Click on "Troubleshoot" At this point things ran at a more normal speed.
4.Click on "Advanced Options"
5.Click on "Startup Setting"
6.Click on "Restart"
7.After restart press the "5" key to start in safe mode with networking.
8.If your problem is not present in safe mode then you are on the right track.
9.Start up your msconfig.exe file. (to do this press the windows key and R. Type msconfig).
10.Go to the "Services" tab and select "Disable All" then click on "OK".
11.You will receive a prompt to reboot your computer. Go ahead and do so.
12.Once rebooted in normal mode, verify that the issue is no longer present.
13.If the problem is gone then it's just a process of elimination from here. Start up your msconfig.exe again and start bringing up services a few at a time.
As you could see at step 8, it said:" if your problrm is not present in safe mode then you are on the right track", i wasn't on the right track and i should've not continue that wrong track, now, i present....this....monstrosity....Oh it's saying the title.
And here it's telling me to get an app in store to do such thing...... i press yes but it did nothing.

2022-04-07T23:55:02+00:00 Got the same thing. Updates ran and after reboot, got the something went wrong message, pin not available and I try to reset the pin. Just keeps in a loop. Tried hard reboot, etc. sigh.....

Thanks for the feedback. Did the startup repair process make it to the end? No issues identified?
I am also having the same issue as above. When i follow your steps provided i get this screen:
if i hit enter it just takes me to the windows screen where it says the original error.
I i hit F8 it takes me to the “safe mode” selection screen.
Then no matter what option i select it takes me to the windows screen with the original issue.
This all started a few days ago when windows explorer wouldnt fully load. Under task manager it kept saying “suspended”.
Quick search says that a corrupted video driver can cause windows explorer to not fully load, which I would guess is the issue, as you can see in the picture there are multiple lines across the screen which was not there prior to this windows explorer not loading… after a few restarts i have not been able to get past the windows pin page now…..
do you have any suggestions??

I'm sorry that you're having trouble with your PIN. I have something here for you that might help fix the problem.
You may try the solutions provided below:
Solution 1:
Delete NGC folder and add a new PIN code
Go to C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC.
In NGC folder delete all the files. To do so you must be logged as Administrator.
delete the temp folder within the NGC folder
Now go to Settings > Accounts > Sign-in Options.
Click Add a PIN and add a new PIN code for your account.
PIN login should be working again.
Solution 2:
Try to switch to local account, and the add a PIN code.
Here are the steps::
Go to Settings > Accounts and locate your account.
Click Sign in with a Local Account instead.
Follow the instructions to set up a local account.
Sign out and sign in with your local account.
Now add a PIN code.
After you've added your PIN code you need to locate your account under the Accounts section in Settings.
Choose Sign in with a Microsoft Account instead.
PIN login should be working on your account.
or you may try this option
Open Start, type: CMD
Right click CMD
Click Run as administrator
Type following command and press Enter key:
icacls C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc /T /Q /C /RESET
Close Command Prompt.
Setup your PIN again then check if issue is resolved.
If you're still having trouble Turn off your PC
Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button on the casing of your PC for 5 - 10 seconds to perform a Hard Shut Down
Do this twice
On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt, etc.
Try each option one at a time, then see of Windows will boot.
Go to Troubleshoot - Advanced Option - Startup Repair
See if Windows startup can repair itself
Go to Troubleshoot - Advanced Option - System Restore
Check to see if you have a restore point you can go back to
If you do not have a Restore Point, go to Troubleshoot - Advanced Option - Startup Settings and click Restart
Upon restart, press 4 to enter Safe Mode
Once in Safe Mode, backup your data if you do not already have a backup
Open Device Manager and check to make sure all your Drivers are up to date
Reboot to see if Windows will start Normally
If the above fails, go to Troubleshoot - Advanced Options - Reset this PC
Choose to keep your files and apps, just your files or to keep nothing
Then start the Reset
