From your description, I judge that it is because you have turned on global HDR, but the system is not perfectly compatible with HDR, resulting in the gray screen. If you encounter all SDR contents and applications and the display brightness is too high or too low on the display supporting HDR, you can drag the slider under "HDR / SDR brightness balance" in the HDR option to obtain the correct brightness balance between HDR and SDR contents. This method is indeed effective. It can adjust the brightness of the desktop, but it will obviously make the whole picture overexposed or underexposed. In fact, the problem of gray and dim color of the desktop as a whole has not been solved, but it can make some visual improvements.
Microsoft maybe did not consider the current status of the display in the color gamut conversion part, so this problem will appear. Windows11's interface actually uses sRGB, but after opening HDR, the color gamut of the display will be converted to bt2020. Therefore, Microsoft will also use LUT conversion method to specially set the original sRGB color gamut to bt2020 to meet the display requirements of the display, otherwise the whole picture will show extremely bad colors.
But from your description, you usually need to use HDR, so I think this problem may not be solved in a short time.
