My external mouse keep son flickering the screen up and down when scrolling. I tried another mouse and it flickers the screen too. I've also tried updating and reinstalling the drivers but nothing seems to work.

Make sure your device has internet connectivity
right click on start button and click on device manager.
click on display adapters
then right click on your display driver (it may be that your device has multiple adapters in which case use the intel adapter)
click on uninstall device
reboot your device and let the driver install again.

If another mouse works properly the issue might be in the scroll wheel of this mouse.
Has it been tested on another system to ensure that it works properly?
What type of mouse is this (brand and model)? Does it come with a support software similar to razer and logitech mice? If yes have you tried reinstalling that support software too?
Might be GPU driver. That is tied to the mouse as well and would explain flickering.
I just edited the post. I mistyped it. I meant to say that mouse works fine on other pc fine but not on my laptop.
