Is Windows 95 available (legally) for free now?

I have seen several sources claiming that, since its 23rd anniversary in 2018, Windows 95 is legally available as a free app to download. I have been unable to find anything on the official Microsoft website stating this, and all of the forum answers stating that it is not the case are from pre-2018. So, is it true that Windows 95 is available as a free download, and if so, how does one attain it?

    No, Windows 95 is not available as a free download. Please note, to download and run Windows 95 in this app you need to have separate Windows 95 license.
