Scroll to the very bottom and find 'Reset all default apps'
Click on 'Reset' and wait for a couple of seconds for a check-mark to appear.

Due to the subject the xlsx files are saved (and treated) as Internet Explorer files (!!) and the ways to open them in Excel is either by choosing 'Open With' and select Excel or open Excel first and then open the file through 'File Open'. If I click on the file it tries to open as an IE document!
I've tried adding the .xlsx extension in the default file types list but Windows 11 won't let me do it.
I checked the Indexing Options (File Types) and .xlsx is present in the list.

Thanks mate, that fixed it, so frustrating that Windows 11 wouldn't allow Excel to be assigned to a xlsx extension
Ok, so try this other option: Right click the file > Open With > Choose another app > Check the box "Always use this app to open..." and select Excel, if can't find Excel on the list, select "More Apps" scroll down and select "Look for another app on this PC" go to Excel installation path C:\Program Files\Microsoft Office\root\ and find the Excel.exe, it can be under the folders Office 15, Office 16 or Office 17 depending of your Office version.

To set .xlsx file to open with Excel by default, right click the any .xlsx file > Properties, Next to "Opens with:" you will see the "Change..." button, click it, select Excel and Ok to save.
