convertion of jpeg tp PDF

I want to convert jpegs into PDF's, and I have found many many websites to do it, but I don't now which ones of them are safe. Can someone help me to find a safe method?

         I lave a HP 14B S153 OD laptop with windows 10 .

    Open the picture with the Photo app and select Print then change the printer to the Microsoft PDF printer, it should prompt to save it to a filename.pdf.

    There shouldn't be a problem as windows is perhaps one build level behind the latest. (I got one this morning)

    I do use Adobe Acrobat reader to read saved pdf files but it should work with Edge built in pdf reader. (in fact I've just confirmed it does open with Edge)

    Try a system file check in order, below:

    Method 1:

    Run DISM tool and check the issue. Please follow these steps:

    a. Press Windows + X keys and click command prompt (admin). Or PowerShell (Admin).

    b. Type the following command in command prompt.

    DISM.exe /Online /Cleanup-image /Scanhealth [press return]

    let the scan run and then

    DISM.exe /Online /Cleanup-image /Restorehealth [press return]

    once the scan is complete then use method 2.

    Method 2:

    System file checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.

    Run system file checker (SFC) and see if it helps. Please follow these steps:

    a. Press Windows + X keys and click command prompt (admin). Or PowerShell (Admin).

    b. Type the following command in command prompt.

    sfc /scannow [press return]

    After completing the scans restart using Start > Power > Restart.

    Edit: in addition reset the Photo app from Apps and Features > Microsoft Photos > Advanced options.

    That's odd as it works for me.

    What do you use to open a pdf file. Can you confirm the current version and build of Windows 10. Type winver in Search and select the top result. Post back the details.
